Tobias wasn't a cruel man, but cruelty would be leaving the child out in the wild and allowing her to tear more families apart. He didn't kill children; no, that wasn't what he was about, but that didn't mean he couldn't deliver this child to the hunters, and to further their science through other means.
After all, wouldn't it be a game changer to be able to cure vampirism? It would definitely make his job easier; to find a way to prevent all of this from even happening would change everything.
Perhaps experimenting on a vampire child would be a way to find this cure. Of course it sounded horrible on paper, but what was life without taking a few certain risks? She was restrained, after all. He entered, wearing the mask he often wore during a hunt lest others recognized who he was.
"You must be wondering why you're here," he offered, almost sympathetic.

Jasmine watched the man enter with a deep sense of unease. Her mother had taught her all about stranger danger, and now it all made sense. This stranger had kidnapped her and locked her away in a room where her mother would never find her! She strained against the bindings that held her, wondering if she could get loose and make a mad dash for freedom.
When the attempt proved unsuccessful, Jasmine slumped forward, her chest curling over her abdomen helplessly. "Yes," she answered hoarsely. "I don't know why you took me here. I was just looking for my mom. I'm sure if you find her, she'll pay you a lot of money- if that's what you want."

"I don't think you realize how different you are from those who walk around us," he mused, "you're unaware of what you did before finding yourself here."
He glanced at a file left in the corner of the room, on an old wooden desk. "There were a string of murders around the neighbourhood, one after another. Nine unknown murders in a week, all victims to a bloodthirsty vampire who had no control."
He shrugged. "Of course, you've felt those urges before, haven't you? Suddenly waking up not knowing what's going on? Blood all over you?"

Jasmine followed his gaze to the desk, before her eyes darted back to him. It was hard to believe that this young girl, so wide-eyed and sweet-faced, was the same creature that had slaughtered nearly a dozen people. She didn't seem to understand exactly what was saying, her brown brows furrowing together as she tried to process the words.
"I... If I hurt anyone, I didn't mean to," she whispered. "This was the first time it had ever happened, I swear! I was just so hungry, and my mom was gone for so long, and we had no more bags left in the house for me to drink. So I came looking for, and I can't remember exactly what happened."
Her hands pulled at the restraints, fruitlessly. "I'm a good kid, mister, please. I just got so empty and achy while I was walking, and I woke up in that alley. And I ruined my dress." Jasmine looked down at her torn, formerly dainty dress with the kind of concern only a pampered child of eight could have. "But I never did that before. My mom taught me all the manners she could think of, and I'm not... bloodthirsty? Is that what you called it?"
